What a realistic Annual Procurement Plan looks like

Most Annual Procurement Plans are compliant documents that nobody uses. A plan becomes useful when its dates survive contact with the approval chain.

An APP lists package descriptions, estimated costs, funding sources, methods, approval authorities and dates. Producing one is straightforward. Producing one that holds is not.

The usual failure is scheduling backwards from a desired delivery date without allowing real durations for advertisement periods, evaluation, approval and, where applicable, no-objection. The result is a plan that is already behind in month two.

Build each package forward from the earliest date the requirement is confirmed, using the statutory minimum periods as fixed inputs and the approval chain's observed turnaround as a realistic estimate. A plan with honest dates is a monitoring tool. A plan with optimistic dates is paperwork.
